They may be about on par, now, but with a constant stream of Dex-enhancers, the Brumel's should outstrip the Io's in a couple of years, and by a LOT, eventually. Brumel's also removes the need to enhance any stat besides Dex, so that you can really min-max a Ranger build in ways that weren't even practical before.
I also don't think every Legendary needs to be a lot better than every existing Legendary. Mythic should be a step up, for sure, but new Legendaries, at this point should be offering interesting options, not just escalating numbers. That applies even more so to Kilgore's. Sundering would be an interesting power, for one. Driving the damage way up, is less interesting. I also think there should be some trade-offs in putting together a build. Should a Fighter use a two-handed weapon for more damage, or a one-handed weapon, plus a shield for more AC? Welfor's already makes it pretty clear which is the better option, but it's even worse with Kilgore's. It leaves no reason that I can conceive of why a Fighter would ever choose a two-handed weapon.
Also, thinking back to D&D, Whirlwind attack would be a really neat power for Kilgore's. Once per game, you could melee attack every target in the room. It's not that common an event, but it would be super-awesome when it happened. Although, Sundering is more practical, and probably more useful.
