Taking the blue pill (not that one, geez)...

I think we should remove the 3rd level perk and every other perk as well. It all begs of elitism and why should anyone else get something I don't get. For that matter, lets get rid of tokens - they just enable elitism getting to play on different settings and special character cards. Also, all the character cards should have all the same abilities and same stats this way call classes are equal. No one is over powered because they are equal.

They say that the best weapon is the one you never have to use. I respectfully disagree. I prefer the weapon you only have to use once! Oh - and if you really need to think about whether you're going to use the fireball or the + umpty staff of butt-whooping - you're likely to find yourself full of arrows, or fangs, or nasty knives & swords and such. Don't think - just shoot!

Specifically, the 3rd level bonus is a more detailed policy than the alternative policy without 3rd level bonus. (I agree with your conclusion, but I'm pretty sure Druegar's remark was not categorically implying that all policies should be abolished. :))

All in favor of giant poster in each coaching room that says "Don't be a jerk!" With a picture of a very serious-faced Druegar with his hands crossed at the center of said poster?

Coaches are instructed to simply frown and point emphatically to the poster any time it appears people aren't being kind to one another?
