OK, first post has been updated. The bids are listed in the order they were received, and in some cases the highest current bid isn't necessarily listed last. When a new bid comes in, I find the lowest winning bid and then find the most recent person who made that bid, and decrease that quantity. In other words, the more left you are, the earlier you bid, and early bids win ties over later bids.
