I agree the ICC probably has no jurisdiction over the hotels, but GenCon may.

But if they take your badge and you can't sort it out until Monday, being right won't be very satisfying.

In past years some GenCon events have been held in connected hotels. There were RPG rooms in the JW the last time I stayed there, for example.

"Needs to be wearing a badge" is a function of GenCon, which includes any event related to GenCon, no matter where it takes place. "Can't sell in the halls" is a function of ICC and, potentially, official GenCon space - so only the actual GenCon gaming rooms but not, for example, the Starbucks in the JW.

However, remember that hotels would also take a dim view of someone setting up a table and making sales. Which is different than anything we'd be doing, but why you don't see the aforementioned Magic card vendors. Making a couple sale-trades in a hotel lobby is no big deal.

They're pretty clear distinctions.

Just a suggestion at this point as exchanging currency through official channel in theory.
