I agree with Harlax, now it's a no brainer. And once again we have slot lock at the UR level for Cloaks. +1 would have been fine. Or maybe +1 to saves and +1 AC.

I think +1 saves, +1 AC, and 1/game avoid melee or missile would have been a good compromise, and a tough choice.

I dont think +1 saves is worth the free hit, and that's now the choice at UR, between the +3 save cloaks and this.

I do see that as "too easy" of a choice.
