Well, no, about a month or so prior to GenCon, Dave will announce Token turn in times and location (someplace near the event). They are open for about 2 hours, once per day of the con, typically late afternoon, early evening.
During the first day you can make any of the Combo Trade Tokens (Flask, Gloves, Rapier) plus the "lowest" value Combo Token (Wicked Spear). The Next day you can make all those, plus the next "lowest" value Combo Token (Horn). The last day you can make any of the previous (assuming supplies last) and the Shield of Deflection.
About 15 minutes before the time you will see people lining up to turn in tokens. When you approach the counter, have your tokens already sorted (perhaps in ziplock bags), and you get to turn in for one item. Then you go back to the end of the line and repeat.
So if you wanted to make on the first day 2 wicked spears, 2 eelskin gloves and 8 flasks. You would go through the line 12 times. This ensures fair distribution.
It's very quick, as the volunteers that help with this are very quick in making it happen and they have special placemats to help them sort your tokens quickly. Only the ill-prepared slow things down and are asked to step asside. The line starts off very long, but by the 3rd pass its not a long wait and you will usually get to know the person behind you and in front of you in line pretty well as you cycle through the line.
The challenge is understanding that when you book games to play at GenCon you have to choose once the Token Turn In times are announced if you have conflicts to decide what you want to go for, Tokens or the game?
