Well, let's put it this way. The rule in the past has always been that you needed to physically have possession of a token and be able to show it upon request in order to use it on a run.
The early release of the 2023 tokens (much appreciated) has created a temporary blip. For the reasons Jeff has stated, we've been asked to hold off on their use until January. I intend to honor that.
Looking at the reasons, I just want to make sure that TPTB understand that the apps and website have contained 2023 tokens for quite some time so that we could "play" with future builds. And even though there are a few errors that need to be corrected, that's kind of a normal situation that's ongoing.
As far as the DMs needing to be trained on the new tokens, that seems very reasonable. Although, I would argue that the vast majority of token effects are handled by the app and very few would require in game rulings or explanations. I could be wrong about that, but that's just my observation.
Based on the above, TD can rule any way it wants, but it seems like you'd have to physically have a pre-2023 version of a token in hand to use it in your build. However, that also brings up the observation Edwin noted in that Charm of the Elements and Sprit Pet Red Dragon are listed as 2023 tokens in the token db. Does that mean they should not yet be allowed in build?
Having said all of the above, so much of TD is an honor system. They occasionally check for tokens in coaching, but typically the only tokens they care about are the treasure enhancers. In effect, you could use almost anything available to you in the app and aren't likely to be questioned unless you try to use an ability not currently available (like trying to use the Bead of Bounty to get 25 treasure). You're not likely to get questioned about anything that impacts hp, AC, saving throws or to hit/damage modifiers. As stated, I intend to honor the request, but the above is just my opinion and observation on the matter.
