I also like Mike Steele's version,
as long as the line-breaks don't turn it into:

+2 to hit with Sneak Attack
& may SA any monster
not immune to Surprise

...because that would be confusing.

It's to give the boost to Wizards without also giving it to Monks as they are the two classes who use robes.

But a Monk wearing Psyferre's Spectacles would get the damage bonus on their 1/room C/UC scrolls.
