If you're asking as a DM, I would politely remind them that every second they waste contemplating is taking away time they could be using to kill the monster. Let them decide how much time they want to waste.

Questor's: Repeat bullet point 2 until the result is something other than a 1, but remember re-re-rolls only affect Questor's owners.
Kitty: I don't understand why this is different from any other mulligan. Kitty's effect is not mandatory. Kitty's owner decides when they want to use it--assuming the proper conditions of Kitty's use are in effect.
