Per the TD Facebook page, someone drew a CoA this year. It was, in fact, a 2016 CoA that had something written on it - presumably "turn in for a CoA".

And if Jeff wants to seed the treasure box each year with X number of CoA's he can just keep using that one(s).

It was quite an ordeal. A new player on their first ever run, with their third pull, drew an old CoA out of the box.

They were escorted to transmuting with quite an entourage.

That is correct which is why the CoA that was pulled at gencon was an original and he was then taken straight to transmute to have it exchanged.
