I thought the FAQ was fairly clear:

This scroll will give one melee weapon of the caster's choice the ability to critical hit on a SLIDER ATTACK of 19 or 20 (instead of just 20).

A critial hit is a natural 20. A Keen Edge makes it 19 or 20.
