Unless there is a good reason to do otherwise, I prefer simplifying all the way to:

"All Mystic Staves, and any weapon token with a +x to hit or damage printed on it, are Magic weapons. All other weapons are non-magical."
I came here to sing and collect tokens, and I'm alllll out of money.

This definition would make it sound like Masterwork items are Magical, when Druegar clearly indicated they are not.

Masterwork weapons have no +x on them. Masterwork ammo do.

They could/should be reckoned with separately.

Maybe "Ammunition is magical if it has a +X printed on it. Masterwork, Perfectwork, and Silver ammo are non-magical exceptions to this rule." (this fits with current rules)

I prefer "Ammunition is magical if it has +to hit, causes elemental damage, heals, or forces a save by the target." (though I'd like to say Elf & dwarf aren't magic, I'm ok with it for simplicity & limiting exceptions)

On the other hand, I don't really see why any token except those with + in their name need to be magic at all? (besides mystic staves which fire magic by definition)

Why do Elf weapons need to be magic? And if they are, shouldn't they only be magic when used against orcs?
