I think it is debatable and instead of asking Judge Judy we just wait and see what Jeff and Druegar rule.

Although Druegar confirms the first eye-slot item may be of any rarity, the way it is worded in the data base: "May equip an additional Rare Eye slot item" makes me interpret that as: you may equip a rare eye-slot item in addition to a rare eye-slot item. Meaning, if your first eye-slot item is rare, then you may equip an additional rare one. But if you can add a rare eye-slot item to any eye-slot item, I would reword the database to say: "May equip 1 rare eye-slot item in addition to any other eye-slot item of any level." And make similar errata to the wording of the other ghosts so that it's clear the additions are not rare/rare restricted.
