I'm getting the same problem this morning, running Internet Explorer 8, 32 bit.

You click on the "tokens" above, click on "token exchange program", then click on the picture of the "token exchange program" down and on the right, and you get a picture of the store. Clicking on this only takes you into the store, and not the online token exchange program.
