Do you want strictly UR, or C/UC/R/completion/3*/4*/UR?

If it’s UR only, that makes a few slots really easy. There are no UR Shins, and minimal UR beads for example.

BiS in a build that had any tokens but had to run an UR in this slot or BiS if a build that had nothing more high end than UR or something else?

These answers assume the entire build would be UR or lower. Some tokens change around for me depending on higher level other tokens (for example, the value of Charm of Glory depends a lot on whether I have Relic / Legendary Rings or not).

Some slots would have rares over any UR for me.

With a lot more thought, I probably pivot several classes to Ranged builds with the Deadshot Set due to Level 5.

The only class I know the token pool well enough for this is Rogue, so...

A lot of good stuff here. All I really want to add is that as a caster, if limited to UR, I would likely find a way to equip the Cabal Set.

Here is the long answer for UR. I do not have 2022 sample builds immediately available for the various classes with UR and under builds, but if it is desired, I could update some older builds.

Back
Cloak of Shadowskin 2 all saves and the ability to soak up a hit is my preferred choice at UR these days. Given my builds include Charm of Brooching, I feel like I should put in my 2nd choice as well and that is Lucky Cloak. +3 saves and easy access to other items for a 5 hp set bonus make Lucky Cloak a solid choice.

Bead
Master Ale Drinker's Bead. Since this is a UR and under build, we don't have easy access to round out attributes via rod segments. The Master Ale Drinker's Bead let's round out con for a solid +10hp and +2 fort save in a single slot.

Charm (give 3)
The top charms are generally carried of from the total BiS builds thread.

1.Charm of Glory Rings are basically one of the most powerful slots around for boosting damage. A Charm of Glory will net at least 2 extra damage as a 3rd ring for most classes. However, if damage isn't your thing, we've got other options that can be added like Ring of Expertise, +6 save rings, and so on.

2. Charm of Brooching
Generally speaking, the Charm of Brooching is the second best charm to really reinforce your saves at UR and under via adding Lucky Cloak.

3. For spell casters I lean toward Charm of Spell Storing as the next best option, but I can see an argument for Charm of Spell Swapping to trade spells that don't scale difficulty very well for spells that do.

For everyone else, I think Charm of Champion's Choice is best, since it adds flexibility to choose an attribute for a bonus. If you're lacking in saves, I can see an argument here for Lucky Charm, especially when using it to complete the Lucky set bonus.

Ear
Arcane Earcuff or Earcuff of Orbits
This will come down to what charms or Iouns you have available, but there are plenty of options available at UR and under, so both options are basically equal. Given the minimal competition in the ear slot, nearly every build will just use both expanders anyway.

Eyes
There is no clear cut general winner in eyes that all classes will use, so it boils down to class and build.

Melee classes will generally use Goggles of Instant Analysis, but I can't discount the fact that some builds will have a +hit is so high they will hit most monsters on a 2. In this case, Corsair Eyepatch (yes, the common), may be best in slot for the extra damage.

Damage Spell Casters are likely to see Lenses of Hunting as the best option - they don't slide to hit for some spells, and other spells are generally sliding to hit a 2, so a pure damage buff is best.

Missile Users (Ex, primary attack is Bow / Thrown Weapon) are probably looking at Goggles of the Deadshot / Sniper Spectacles. +3 to hit in a single slot is equivalent to 6 dex. There is some competition from damage eye slots, but for missile weapons, I think either of these stand above Lenses of Hunting.

Healers are basically slot locked into Lenses of Divine Sight. With a limited number of healing spells, and a very large + heal at the top end of builds, splitting your healing to cover more party members is critical.

A Rogue that wants to sneak attack at range is almost certainly going to use Lenses of Agility, but may use Lenses of Vital Sight if they want to sneak attack with Thor's or some other non bow weapon.

Feet
For 100% general use across all classes, Boots of the Marauder gets my choice. However, if damage is more of a priority over Free Action, I'd go:

2H build: Boots of the East Wind
Spell Damage: Boots of the South Wind
Missile: Boots of the West Wind
General Melee: Death Knight Boots - I go with this over boots of the North Wind, as we will need to round out Str, and with rounded out Str +2 hit and +2 damage is more valuable than +3 melee damage.

Figurine
This one varies by class, and since FoPs are single use, I think you'll see a lot of variety here because its not THAT critical of a slot. The best generic FoP is probably FoP Moon Dog given incorporeal is generally only once per dungeon and its very easy to get. Other notable FoPs:
Healer: Figurine of Power: Phoenix
Rogue: Figurine of Power: Raven
Melee: FoP Rhino
Saves:Figurine of Power: Pixie / Dragon / Tortoise

Finger
Ring of the Drake
The most generally good ring with it providing +2 damage to any form of damage, and Fighters, Monks, and Rogues will appreciate the returning shurikens.

Ring of Wonder
A true wild card - some years this effect will be so amazing it will take top spot (ex, +4 damage).

Hands
Another slot where there isn't a clear cut winner. The stand outs are:

Melee:
Death Knight Gauntlets or Gloves of the Brute Gloves of the Brute really only factor in if you need the odd Str to round out the value, and you can live with -2 dex.

Missile
Gloves of Greater Archery. +4 damage is generally going to outweigh the attack bonus from Gloves of the Deadshot . Given that the eye slot has +3 to hit available in 2 tokens ( Goggles of the Deadshot / Sniper Spectacles) its probably better to focus on damage in the hand slot.

Damage Spells: Blessed Tempest Gloves The highest damage option for spell damage, and its only 1 point of damage behind Gloves of Greater Archery. Given Blessed Tempest Gloves tend to be fairly inexpensive, they could easily be used instead of the more expensive Gloves of Greater Archery.

Head
In general across multiple classes, I think there is a winner in this slot:
Cranston’s Helpful Hat. It provides +2 damage for missiles and Spells, AND it adds an extra eye slot. The +2 damage across all spells is close in effect to Crown of Expertise and you have an extra eye slot to use for more damage, more +hit or both.

For melee users, Cranston’s Helpful Hat enables the second eye slot to gain +1 hit and see invisible with Lenses of Heimdal Sight and it still adds ranged damage in the off chance it comes up.

Cranston’s Helpful Hat does block the use of a helm for the Redoubt set, so someone wishing to gain that set bonus will be using a Redoubt helm of some rarity. It's not a clean sweep, but Cranston's is likely to gain power over time as more eye slot items are released.

Ioun Stone (give 3)
There are a few categories of Ioun Stone - Saves, HP, Attribute, Damage, Other.

I don't think any of the "Other" IS (like Iridescent Spindle) rate as best in slot.

#1 - I find the saves category to be the first category I use in IS, so my ioun I'd go with is IS: Mystic Orb, assuming you're also equipping Skull of Cavadar. Without the skull, it's IS: Topaz Trilliant.

#2 - After adding a save IS, I've been leaning toward Attribute, in particular strength, but sometimes Dex. I'd use the new IS: Champion's Choice as the second best Ioun given the flexibility in attribute selection. This isn't 100% a lock as the number 2 best Ioun, but it's so flexible it gets my vote.

#3 - A toss up based on your build. If you really need HP, the Charming Cabochon has the highest HP value assuming you manage to get 6 charms, though Garnet Cube comes really close. If you're really dedicated to healing, the new IS: Fluorite Sphere is the only Ioun that adds healing, so it would be #3 for a healing build. If you have enough +hit, then a damage Ioun is the best choice. I'd rank Bashee Prism as the best damage Ioun, as it works for both missiles and spells, but specific to melee IS Jasper Ellipsoid is probably the best melee damage option given it's untyped.

Legs

For non Dex users: Kilt of Tavernbane. It yields a lot of HP at the cost of some dex that lots of builds don't mind losing

For a coordinated party:Pants of Blisswalk When combined with Linked Shirt of Healing a party can tank dramatically

Mainhand (weapon)
In most cases, the "best" answer here is generally a rare with an enchanter's whetstone... but that wouldn't be 100% Best possible in most (all?) cases. I'd argue it IS the best option for non primary weapon though - ex, if a fighter is a melee fighter, the best ranged option is probably +1 dwarven throwing hammers w/ Enchanter's whetstone. A UR for non primary doesn't make a lot of sense given how good Rare + whetstone is.

Cleric / Druid: +2 Baton of Focus
Wizards: +2 Staff of Focus
Barbarian: +2 Deathcleaver
Melee Ranger: +2 deadly Drow Blood Mace / Brawler's horn
Missile Ranger: +1 Mighty Long Bow OR +2 Keen Long Bow (depends on build)
Dwarf Fighter: Axe of the Dwarvish Kings
Fighter: Sundering Cestus (1H party support), +2 deadly Drow Blood Mace
Melee Rogue: Nightshade's Shortsword
Ranged Rogue: +2 Assassins crossbow
Monk: +2 Viper Strike Fang / Brawler's Horn
Bard: .... ..... Player's choice?



Neck
For General use, I don't think Charm Necklace can be beat. However, Medallion of Valhalla / Sweetwoods or Stupendous Pendent all provide more attributes than the charm necklace can provide. So if you know exactly what attributes you want, you'll be better off with one of those.

Specific to Bard, Necklace of the Songbird is probably the top option. Saves added to Bard song for party support and free action lore checks.

Offhand
The Rare Brawler's horn and its +2 hit for melee is a solid all around offhand item. It's very solid at multiple rarity levels. I've used the Brawer's Horn instead of shields for most of my 1H melee builds, and generally only break out the shields to complete set bonuses (which says a bit about the state of AC as well).

Runestone
Rabbit Runestone. Its cheap and gives a +1 ref save

Shins
Venomguard Greaves
Poison damage reduction is hard to find anywhere else, and at lower rarity levels, Venomguard Greaves reduce the damage from Gauntlets of the Midgard Serpent. Given the state of the greaves slot, Venomguard gets my vote.

Shirt
Linked Shirt of Healing Assuming a coordinated party, Linked Shirts, combined with healers using LoDS and / or Soothe Wounds from a bard basically are the best way to keep up with huge volumes of damage.

If the party is not coordinated:
Spellcasters: Shirt of Focus
Melee: Shirt of the Oaf
Missle: Shirt of the Nimble

Torso (armor or robe) [divide into classes if possible]

For a melee Ranger / Rogue, the +2 Str provided by Death Knight Mail is likely to be your BiS option.

Waist
Ranged: Belt of the Deadshot. For hit and damage, you can't beat Deadshot, and for spells that either auto hit or slide against a static AC, its basically the same damage bonus as Surtr's, but in a budget Ultra Rare form.


Wrist
Charm Bracelets. Slot expander that expands the same slots as the legendary, making forward planning easier.

Note on mainhand - when combined with the enchanter's whetstone, several rare items are better than their UR counterparts. Notables on that list: +1 Bliss Hammer (5.5 avg), +1 Dwarven Battle Axe (6), and +1 Nether Dire Flail (6.7) all have high average damage. When combined with the whetstone 6.5, 7, and 7.7 (putting the dire flail only .3 damage off the death flail and 1.5 off the axe of the dwarvish lords).

Offhand - Shield of the Scholar*** (casters except poly druid), Brawler's Horn/Mug** (depending on if you need to hit or damage)
Runestone - Viper*** (but exceedingly rare)

Cleric - No BiS
Druid - Death Knight Mail** (for str boost, not AC)
Dwarf Fighter - Death Knight Armor***
Elf Wizard - Moonhide Robe**
Fighter - Death Knight Armor** (for str boost, not AC)
Monk - Moonhide Robe***
Paladin - Death Knight Armor***
Ranger - Death Knight Mail** (for str boost, not AC) - Moonhide Robe** (for ranged builds)

This is a terrible choice for a monk because the Handy Stein is not FoB compatible.

+2 mug of battle can only be used in the off hand, so you’ll have to choose between it and the brawlers horn.
