I'm still waiting to hear back from Gen Con but this is the scenario i'm working with:

I so far have been unable to transfer a full run from 1 attendee badge to another. Friend listing isn't an option as you can only transfer 2 tickets to the same friend. I'm sure i'm not the only one whose group rosters change more than we like including possible last second (Person X can't make run due to tournament running late etc..) so handing off tickets that way really isn't viable.

Are the scanner's/check in system same as last year where they are scanning the buyers/ticket holders badge and then each person actually using said ticket? On a hypothetical in that scenario than would a black an white copy of said badge/bar code work to scan from? My fallback plan which i don't really want to do is to physically swap badges with the buyer for the times in question but i'm trying to find a easier way to handle this. All pretty much due to dumb luck of one of my group unable to make 2 of our 4 runs and the tickets for those 2 runs on his badge.

Any help/guidance is appreciated.

I seem to recall you may be able to move more than 2 tickets, just not all at once.

Like, reassign 2, then do it again, then do it again?

I've never tried - I just remember some discussion to that effect.

Unfortunately the max a person can hold that did not buy the tickets initially, is two.

You can xfer two to person A, then they can xfer those tickets to person B, and you can do 2 more to A, but you can’t go over having more than 2 per person.

My group’s get around when we had to transfer a whole run was to xfer 2 tickets to each of 5 people.

It is all very annoying.

That's my understanding, yes.

That I don't know, but I do know a person's barcode does not change from year to year. I keep my convention badges as souvenirs and when this meshuga scanning issue came up last year, I went back and looked at my old Gen Con badges. Sure enough, the barcode was exactly the same. So if you have old badges and need to "remotely" scan someone in...

Have to see if badge holder in question kept their old ones. I was thinking just make a BW copy of his badge for this purpose only. Trying to be responsible and see if this will work since it's still a scannable/look up the badge # before con, ie will event staff scan it or use it look up the run when relevant. TD.events and GHC have ways around this situation, just not Gen Con so far. Dumb luck that between my non TD playing brother and I and wasn't paying attention that 2 runs are under his badge as he got better time on event reg day.
