What is the best level up token and what is a good trade or price to pay for one?

What do you mean by "best"?

You can raise your level by wearing at least three Might items .

There are three non-artifact tokens which will raise your level . (Artifacts cannot be traded, so I'm not discussing them here.)
  • Charm of Heroism has no drawback and you can equip up to three charms--six if you're also wearing a Charm Necklace . So that may be a contender for "best", depending on your criteria.
  • Medallion of Heroism is arguably the easiest to get, but you can't wear rings if you equip it.
  • Ring of Heroism has no drawback and you can equip up to two rings--three with a "Glory" item. However, this token is not transmutable until 2015, so it may be rather hard to come by.

depending on class (and budget) the combination of Rod of Seven parts and a ring of supreme elemental might also can bounce you a level.

that said, each level gaining item has a cost, either in money terms or in taking up extra slots.

if you can tell us more about your preferred class and build we might be able to help more.

Best for your budget would be the Medallion of Heroism, followed by the Ring, then the Charm or the three Might pieces.

The Medallion has a big drawback of keeping you from wearing rings. The Ring cannot be made yet, but some made it into circulation last year, due to Whirt's Box. The three Might pieces offer more than just the level bonus, depending on which 3 you choose to wear. We have about a year to make the Charm, so it may go up in price this time next year.

Personally I'm planning to go the ring route when the last of the materials become available in 2015 (best over all cost/benefit imo, though it will compete for very full ring slots), until then I will be a well equipped level 4 XD

IMO - for now, the Charm of Heroism is best in game level up option. It takes one slot where there are three available. The medalion takes up the Neck and Ring slots. When the RoSP becomes available, it with the SRoEC will proably be the best for the Ranger and Druid.

I think it depends on the other equipment you use.

If you have the Girdle of Frost Giant Strength or higher and other equipment that would make your build suffer using the Might Set then either the ring or the charm is best. If you have awesome rings also then you need to stick with the charm.

If your build is mostly reds then the added bonuses of the Might set would be the way to go.

Not taking into consideration any costs, if you are a ranger or druid the Eldritch set is the way to go.

If you have well planed out reds for specific reasons but not any really great rings then the medallion would be best and cheapest. It will also count towards making the charm until December 1st 2014.

I have several legendary and relic tokens and my build would be destroyed by using anything but the charm and the charm necklace. Even that was a very hard choice as I didn't want to give up my Medallion of Greyhawk.

It depends on your budget and other gear.

If you have nothing special in the way of rings, the Medallion is the most cost effective way to go.

You can go with the Might items, although the need for three ultra rares makes the price much higher.

The Ring is a great choice. Or it will be in 2015. Some have been on the market, but the prices has been pretty steep.

The Charm is outstanding, but needs a combination of three ultra rares and a lot of trade items. Some have been on the market, but again, prices are high.

RoSP and SRoEC is probably the priciest of the lot.

What everyone else said.

The better the option, the more it will cost.
A good middle option is a 3-piece Might set, If you don't have/need a lot of relics or other URs to compete for the slots. (That's what I use for my cleric for around $325-350.) You can sometimes find a CoH ($350 to $500) or RoH ($200 to $300) for less, but they are wasting a slot in the sense they do nothing except give you a level. Still, everything is better than MoH, which wastes three contested slots, but that's why it's the cheapest option at $100 or less.

At the other end, the Eldritch set will run around $2000, but may be the "best" option,but only if you play Druid or ranger. Otherwise, no soup for you.
