As a DM, I've played it that the numbered zones were in play. We'll need to make sure DMs are consistent on this - if they haven't been, I'm surprised this hasn't come up before.

I agree that if non-silhouette zones are misses, then the numbers should not be there.

I always thought the numbered zones were for touch attacks and spell slides.
I figure the melee and ranged hits actually had to hit on or inside the silloette but other attack forms could utalize the numbered zones.

In my experience, the DM will rarely count those as a hit... even if your +Hit modifier is high enough. They assume it's a miss.

Indyhalfling and I have discussed this, and I have asked TPTB for an official word. Once we get it, I will update this thread and will make sure it is covered at DM training. We'll also try to update the DM Guide as needed.

Jeff has ruled that any slide in a numbered area >1 could be a hit if the character's To Hit bonuses are high enough to beat or equal the monster's AC. However, a natural 1 is an automatic miss.
Have you looked it up in the TDb ?
