It's both. It's neither. In general, we go with the visual (pirate hook = 2022), so unless someone has an extremely compelling reason why the "official" year needs to change, I think 2022 is sufficient.

I have little concern over the year on the Silver Ship Passages that are no longer being distributed, but I could see there being reason to note that the Passage currently in treasure is being distributed in 2024.

Maybe just a note in TokenDB that says "This token was distributed in 202X treasure." Not a year change for the token itself. I think the year of 2022 makes enough sense that there's no reason to change it.

I'd say they tag should be classified under the year symbol, if for no other reason than ease of identification.
That said, I like the idea of a sentence in the description.
