Briano's is not a Focus weapon. It's neither a weapon nor does it have a Focus effect. These are the only Focus weapons:
  • +2 Baton of Focus
  • +3 Baton of Focus
  • Drake's +5 Staff of Focus
  • Drue's +5 Baton of Focus
  • Staff of Focus
  • +2 Staff of Focus
  • +3 Staff of Focus

So you can cast with whatever you want in your hand so long as its not a weapon right?

Don't think so, unless, like Briano's, it specifically grants casting ability. In that sense, one could argue that it does grant a Focus effect, but none of the spell bonuses associated with any of the other Focus tokens (some of which, like Rings and Medallion, grant only bonuses but not "hands full" casting.)

But it lets you sing, too, so that's a bonus.

no
General Rule: You can't cast a spell if you are holding something in your hands (not counting a shield in your off-hand) or if your hands are not usable (e.g., you're bound or held).
Exceptions to that Rule: Briano's and Focus Weapons

Let's define some terms:
  • Focus Effect: An item that boosts your healing and/or damage when casting a spell from your character card.
  • Focus Weapon: A weapon (the token has a damage wheel) that bestows a Focus Effect. In addition, it also allows you to cast while holding it in your main-hand.
A Focus Effect doesn't need to come from a Focus Weapon. There are several of items that grant Focus that are not weapons. Non of the non-weapon Focus items bestow the ability to cast while holding something in your main-hand.

Briano's:
  • Doesn't boost your healing/damage, so it does not bestow a Focus Effect.
  • Is not a weapon because it doesn't have a damage wheel.
  • Does let a bard cast while holding it, but that's a unique power that has nothing to do with Focus Effects or weaponry.

You said you cannot cast if something is in your mainhand, but I thought BOTH your hands had to be free with the exception of current shields (future shields may or may not needed to be stowed).

The rules governing magic use and holding things in one's hands have been clarified to the following:
Unless otherwise specified, two hands are required to use magic.

Again from post #25 you made.

So we don't want to go with a "Spell allowed" tag?
For now its easier to just list the exceptions to the rule because there is only one, but in the future there might be more.

What's it take to petition all bard instruments to count as focus weapons so bards don't have to worry about it?
