I wouldn't want to change its effect after its set. That wasn't my intention. I laid out what I think the effect should be.

Jeff,
This batch of Relics and Legendary are a lot. The Accursed Node and Charm add up to +7 Strength, Dex, and Con. Add in a Ring of the Sacred Circle and you're up to +9 Strength, Dex, and Con. If you are willing to use the Accursed UR tokens, you can go to +13 Strength, Dex, and Con. Add in the volunteer Ioun Stone of the Champion and we're at +15 Strength and Dex, +13 Con. Which is the largest amount of stats added in one year.

With the Arcanum set bonus, every character can equip two FoPs, even Dwarf Fighters. Some people will be equipping three or four. It's completely possible that everyone could get Bel's, maybe even use the Relic too.

Maybe instead if the Accursed Transmutes we could get a Vampire Ring Transmute?
Ring of the Vampire: +2 damage with Melee attacks. Gain 3hp on melee hit [1/room]
Greater Vampire Ring: +3 damage with Melee attacks. Gain 4hp on melee hit [1/room]
Craven's Ring: +5 damage with Melee attacks. Gain 5hp on melee hit [1/room]

After taking time to think about it, the legendary FoP seems like a lot, and not in a way that makes the game exciting to play. I am also in the club of liking a crossbow and cloak better than the current offerings.

I concur 100%. The old Craven Cloak and Crossbow would be great, or this vampire ring would also be great in place of one of those. Legendary vampire ring is themey, would fit in multiple builds, but doesn't push Cleric out of a Party and doesn't push aside Muk's due to Muk's multi build versatility.

Just out of curiosity how many people would be ok with a legendary assassin’s crossbow that only gives the 3x crits to rogue, but keeps the crossbow open for other classes as either a +4 or +5 weapon.
For this we would assume if a class is difficult to program or otherwise makes no since it would be left off.

+1 all day. A fancy x3 crossbow for the vampire hunters and a sinister cloak/ring for the vampires. Seems super fitting.
