You may be right, but perhaps even 16 per Dungeon might be excessive? I'm OK with it as is. Maybe this is aimed more at newer players than BIS players.

Just to reiterate, still would love to see a better Crazed Evoker's Amulet, without the 1/room limitation - this item seems cute, but not all that helpful, and uses up the important neck slot. Would I prefer this over the Medalion of Focus? Nope. Neclace of the Norns? Nope. Make it a rare and get rid of the limitation, then watch the spellcasters die!!.

Am I missing something of why this would be OP?

I think the goal is to have a token newer players would like, but keep the power level at uncommon.

As written, I think it's ok, but not great. Players using uncommons will probably enjoy it. Once you get to the rare level, I agree, it would be replaced.

Mike, back when there were combat/puzzle runs I feel like we saw 5 combats, but the last of those was 2017 I believe

Oh, i completely missed that this was an amulet, not a charm. Wasnt an older version a charm (maybe on the L&L forums)? Or did my brain just associate it with the UR charm?

Either way, this is much less interesting as an amulet. I know it shouldnt be super powerful at uncommon, but there are definitely a few uncommons worth equipping for niche builds.

It might be fine where it is.

Consider the other uncommon spell boosters: then tend to do things like grant +1 to a handful (2-4) spells.

The outlier is the slotless greater mistletoe - I forget how many offensive spells a level 4 Druid has - maybe 6?

If it was a charm, I'd love it. But neck slot is already under too much contention for good uncommons/rares.
