If were using Dragonscale as our precedent, then probably not.

I maintain the set shouldn't exist, at least not at rare.

I wouldnt hate a rare or uncommon set of leather armor with +1 focus as the set bonus. I could also see it being something like an animal scale, so the druid could wear it and have a higher AC. Unless we made the torso piece either a robe or armor, a la the redoubt set being either mail or plate.

I want to disagree with you, but we've got the Redoubt Set, Powered Place Mail, and multiple uncommon torso armors with +1 STR on it so....

If it goes this way I hope the item is robes, or there are eventually robes of focus.

I do think an Ioun, Amulet, Bracer, Rare level Ring, and Boots all are better slots for Rare level focus boosters than torso first (and Tome if Tome is actually a slot and that wasn't all a fever dream).

Only by a little - compare with Bliss Bull Set which garners +3 STR.

Maybe put +1 Focus on the Hat, and +1 focus for the set bonus for a net +2.

Only because of the Helm though - change the Helm to Drakescale Focus Hat: +1 focus (no AC) and it's fine.

Then Wizards can wear the hat too.

That's not accurate. +3 Str is +1 or 2 to hit and damage.
+3 focus is +3 guaranteed damage for every spell.

Edit: I should have said that "a little" is reasonable.

You are filling 3 slots with substandard armor, including the important head slot, to get it. I'd be OK dropping the set bonus though, since there that would keep from adding another set bonus for coaches to have to deal with.

I believe shields typically have not been allowed for wizards. Maybe an offhand orb could be added so wizards could partake.

300 GP Holy Offering: Cleric Paladin: Sacrifice to gain the rogue or bard clue (1 use).

Mystery Potion: Drink in coaching room to gain a random effect. (they would roll a die and gain a favorable or unfavorable effect.) It could obviously be +/- stats or HPs, it could be invisible until they first attack, silenced for the first 3 rooms,...
