Its worth noting that, when they were created, blighted pants were noted to be a common that could stay in builds for quite awhile, as in, quite a good common.
I think comparing neck slot to previous neck slot items has value as well.
I think I see - I guess here is where I'm coming from:
Premise 1: At all rarities, neck should be as strong or stronger than legs, in general.
Premise 2: Among extant common tokens, the Pants slot has more powerful options than the neck slot, generally.
Conclusion: A more powerful common neck slot token should be made.
You could certainly go it it another way, like:
Premise 1: Rapid power creep should be limited/avoided.
Premise 2: The proposed token is much better than other tokens at that rarity and slot.
Conclusion: That token shouldn't be made (or not right now anyway).
I think for me what seems important right now, and what I'm focusing on, are ideas shaken loose in the "the gap" thread.
I think one of the reasons for "the gap" is that URs are pulling further and further away from other tokens. Used to be R->UR got you things like:
+1 STR (or, in exceptional cases, +2 STR)
+1 AC
+1 to hit and damage
+1 to saves
Nowadays it seems like it gets you more (example: Ring of Dark Health vs. Ring of the Eel, Bracers of Guided Strike vs. similar bracers, Medallion of Valhalla/Amulet of the Champion/Stu-Pendous Pendant vs. any rare neck slot item).
If we want the distance from C to UR to be more than +3 STR, +3 CON, I suppose that's OK, but then we're getting into territory where the "new normal" for rarity level differences is more than +1 STR, +1 CON per level, which is pretty steep (to me, I could be wrong).
