You can create an app that violates the guidelines, and distribute yourself (assuming you have the license to generate the files), but submitting to the app store with a known violation is the easiest way to have your license cancelled. No, I would not submit it for iTunes with the code to get the UID given the current libraries. Reading NFC tags in general is not a problem, just reading the UID.

For Android there are no issues related to NFC tags or reading the UID.
