That's pretty similar to prior uncommon runestones (+1 to will saves).

I think the power level is OK at common but I think it might be better at uncommon to keep common slots free for more permanent equipment.

Alternate versions of the Blighted Pants:
+1 STR, -1 Reflex
+1 DEX, -1 Fort saves

Bead of ???: -1 damage from a type prevalent in the dungeons that year

Cloak of the Dragonfly: +2 Reflex saves

Crypt Keeper's Earcuff: Your healing spells can be used to damage undead - Bard, Cleric, Druid

Lenses:
+1 to hit with C/UC ranged weapons
+1 to hit with C/UC melee weapons
+2 to damage with Level 0 spells - Druid, Wizards

Boots:
May walk on swampy terrain as if on solid ground (only if this will be relevant)

Figurine of Power:
Firefly: Negates sight based darkness penalties for remainder of room 1/game
Turtle: Heal 3 damage from a melee attack 1/game

Finger:
Ring of Warning: Immune to surprise while (?? relevant 2021 setting condition, underground, outside, ...?) - I would only do this if it can be marked on the party card for the relevant dungeon in 2021.

Ioun Stone ?Setting? Opal: +1 to max HP
Ioun Stone Citrine Cube: -1 from sonic

Neck:
?? Necklace: +1 to max HP, +1 to Will saves

Shirt - Otherwordly Weave - +1 to AC

Hands - +1 to damage with ??Annual Theme?? Weapons

Wrists:
Dwarven Bracelets: +1 AC
Stirgeskin Bracers: +2 to Fort Saves
