Correct. Did a quick tokendb lookup for all belts above rare. Listing Newest to oldest. It's arguably stronger then every UR

Belt of Ogre Mage Power (2019 Exalted 4star, +3 strength)
Girdle of Stone Giant Strength (2018 UR, +4 Strength, -1Dex)
Girdle of Might (2014 UR, +1 saves, +2 Strength)
Surtr’s Girdle of Fire Giant Strength (2012 Legendary, +7 Strength)
Girdle of Frost Giant Strength (2012 Relic, +5 Strength)
Girdle of Hill Giant Strength (2012 UR, +3 Strength)

That token's description in the QTR is accurate.
Have you looked it up in the TDb ?

If it is accurate it should not be printed, or should not be distributed to players. In addition to being superior to UR belt options, it is also superior to the 4* transmute Belt of Ogre Mage Power. If folks can't rely on THDQ to not print something readily obtainable which easily obsoletes URs or 4* transmutes, that's going to have a negative effect on player confidence in TDHQ and token sales both. Certainly hurts any idea of transmuting things as an "investment," or to trade later.

I think it's hard to say that this token is a good idea.

I can understand the frustration on that item. It is superior to many of the UR and relic belts. From a power curve perspective, it is odd. The problem is, these have almost certainly already been submitted for printing and likely can't be taken back.

If it can still be changed - I would add the words "with a goblin weapon" or "but lose 50% of your max hp" or something similar to limit it's effect.

If it is too late to change the print run, the answer may be to take that out of regular distribution and make it a hard to get completion token (like for completing an entire story arc) or have it be an oddball exception where there it is a rare transmute that is exceedingly difficult to make requiring, for example, an UR belt, a complete set of monster trophies, a complete set of completion trophies, and something that hasn't been produced yet - a bit like the Bead of the Lucky Traveler.) You would have a zillion left over but it would still be useful as a goal to drive players.

If it could be changed, simply making it +2 hit and +1 damage, or +2 hit and +2 damage to rare and under melee weapons would be an interesting twist while still not being 100% better than Ogre Mage Power or Girdle of Stone Giant Strength. There is the small bit that thrown and mighty ranged weapons won't benefit from this belt, so there is still something better about the 4* and UR belts, but I generally don't like the precedent set here.

Just a factual observation:

+2 to hit and damage in melee is slightly worse than +4 STR, because it doesn't add +2 damage to thrown weapons.

That and qualifying you for one of the few tokens that have a STR requirement, not that this will push you over the edge.
