The Ro7P numbering system started at 100. (Probably 101)
I know, because I asked the person in charge of random distribution whether I could peek and pull out a "007" Ro7P... and he said No, that wasn't possible. not because I wasn't allowed to look, but because there was no 001-099. I was actually given permission to look and confirm for myself: There was nothing in the box less than 100 (or greater than 199, from what I recall).

Obviously, there was a second printing, because Rod numbers now go into the 200's... but I don't believe they've done the lower numbers. I know I've ever seen anything lower than 101.

Thanks. I was just going to ask that. I was considering the Skull but if the combined Teeth imbue psychic then maybe no need. Although I guess if you had left over Teeth the Skull would help with HP. Was it determined if the combined Teeth Token was going to count as 7 individual Teeths for the power of the Skull?

I could be wrong but I've been assuming it will be slotless like the Rod, and the individual teeth.
