Would a ring of frost resistance with a potion of frost resistance prevent all cold damage?

No, we learned this last year with fire.

Basically, different sources of the same kind of resistance do not stack.

So last year we had the following things in play with Fire.

We had Fire Resistance (Ring and Potion)
Items that gave Damage Reduction to Fire (Dragonscale armor and Ring of fire elemental command)
And we had an armor set that Gave resistance to breath weapons (3 set Mithral power).

So, when Smoak Breathed her 60 points of fire breath the first thing you did is you made your REF save.

Failed your starting damage was 60, made it and your starting damage was 30.
Then damage reduction was applies.
Assuming you had a ring of Fire Elemental command, which is DR5 Fire, your damage is 55 or 25.
Then you applied your resistance to Fire (one source only counts, so either the ring OR the potion). Your damage was 27 or 12.
If you had the Mithral Set which its resistance was to Dragon Breath the damage was resisted yet another 50% so the final damage was 13 or 6.

So hopefully that answers your question.

Edit: It is important to note to read the Token Guide as well when it comes to items that grant resistances. An example is the Dragontooth Amulet - it grants 50% Resistance to Damage from Spells, but this does NOT stack with any other kind of resistance - Example: you get hit for 20 points of damage from a Fireball (after you made your save), even though you were wearing both the Dragontooth Amulet and a Ring of Fire resistance, you would still take 10 points of damage.

Now what it would stack with is things that do Damage Reduction (DR) like the Facetted Amber Ioun Stone (-2 Damage from Spells and Missiles), so to the example above, the 20 would first become 18, then 9 points of damage.
