So if having boots of free action equipt, would they make the while hindered bracers worthless? Do they stop the bracers from working?

I think the boots would allow you to not be hindered, therefore the bracers would be superfluous.

Actually the boots do not override the bracers.
Boots help with movement, the various bracers (Sea Elf, Nixie) help with weapon restrictions.

Is that right? I would have imagined "free action" includes swinging weapons around-- arms, not just legs.

I was in error.
I found the post from Jeff where he had added that bit about the boots overriding the need for melee weapon restriction lifting items (Bold and underline was added for emphasis):

Movement in Combat

Without some magical aid, you are very slow to propel yourself, and you may be carried along by the current. In melee combat, only characters wearing Boots of Free Action (or similar device) may attack during the first round of combat. Player may, however, take an action that does not require movement such as drinking a potion.

Potion of Polymorph (Otter) - Druid or Wizard can attack the first round.

Boots of Free Action allow you to use any melee weapon and you get to attack first round.

I wonder how Rogues can do the first round sneak attack... Maybe wear one boot of free action on one leg and a boot of Elvenkind on the other?

OK, so if I'm a ranger, and wearing boots of free action, I don't need to bother with a Water Runestone, correct?

Devil Crab or Dire Turtle armor, or the Cloak of the Devil Ray. Is there anything else?

Correct. Then you could use the Air runestone for your missile weapon instead.
