If there is a master list of rod owners to track vouchers I need to be added to it.

There are two lists.

Vouchers are tracked by Rod number, not name. You don’t need to be added to that one. As long as a previous owner didn’t grab the voucher for the year, just walk up to the desk with your RoSP.

There’s an unofficial registry that someone started where folks can put their name by their number. That’s more for anti-fraud purposes. If someone other than me offers you Rod #127, you’ll know it’s fake or stolen because I’ll NEVER sell or trade mine. It’s the best possible number for a RoSP! (Write it in binary and you’ll see why.)
