Dealing the most damage is another story altogether.

I know Matthew has a spreadsheet on it, but the long and short of it is Monk and Ranger can do the most, based on their ability to attack twice/round.

I believe you are mistaken about this. I could find nothing about it either the DM guide or the Coaches guide.

From the DM guide

"When a set bonus is achieved by equipping a weapon, shield, orb, or anything held in (not worn on) the hand, the hand-held item is “locked in” for that mode of combat."

That is not the current Player's guide it is from 2012 (actually there isn't a current players guide) which is why I don't think you should be using it.

I realize it's old but yeah I don't know of a newer one.

If Orb of Might + Redoubt Shield are both allowed (to net +4 STR) today... then it sounds like I need to pick up an Orb of Might because I was not aware of that.

It is allowed but you would not get the AC bonus of the shield when doing melee.

It would only work if you switched to a 1 handed melee weapon, to have the off hand slot open for the orb as well.
