+2 Mace of Free Movement:  Can be used underwater, swinging through water as if through air.

Seems kind of weak for a UR, even at +2. What if it simply conferred Free Action as per the Boots of Free Action?

I wasn't sure if the Boots of Free Action would allow you to attack with any melee weapon, or just move as normal.  I just listed this as a way for the Cleric to be able to have a weapon to attack with.

How about:  +2 Mace of Submersion:  swings freely underwater, +3 extra damage if used underwater.

I asked about the Boots and am waiting to hear back officially from Jeff, but it seems like the boots put you under the Freedom of Movement spell which would allow you to attack normally even underwater.

I like the change that you added in with the extra damage.

As nice as the Mithral Boots are, I think for this year our entire party will be wearing the Boots of Free Movement, especially if that allows us to attack as normal with any weapon.

Shells of Sound and Speech
These shells may be held or worn around the mouth and ears and give several abilities. Not only can the user hear and understand aquatic speech and noises, all that he speaks may be heard and understood by aquatic creatures and other 'land based' life forms. This underwater speech gives spellcasters normal functioning for casting spells and using command words for wands and such.

I like the idea.  Can we add ability to bardsong to this?

Adding some consumable UR ideas from the other topic.

Potion of Dragon Breath (5-7-10-15-20-30, need to slide AC15, usable for one combat room), kinda like how Smoak killed us this year.  Maybe use it next year when we are not under water, or make it a different breath besides fire.

scroll of mass healing (heals entire party 5 HP).

It seems with the new rulings on things I was correct in suggesting the...

Necklace of Adaptation - Wraps the wearer in a shell of fresh air, making him immune to all harmful vapors and gases (such as cloudkill and stinking cloud effects, as well as inhaled poisons) and allowing him to breathe, even underwater or in a vacuum.

The key here that makes it different than the spindle is that it creates a shell of air around you, making it capable for the Wizard, Druid, Cleric, Bard to cast their spells and use scrolls, as well as possibly allowing the Bard to sing as well.

As awesome and useful as the Boots of Free Movement are, they're one of the few Rares that function as UltraRares in my book. And I'm a Rogue that wears the Boots of Free Movement over any other option.

Still, with a ranged build, the Mithral Boots are going to make it a difficult choice.

Several ideas posted are really good.  In particular I like (my comments are in decorative Navy Blue):

Robe of the Archmage (Greyseer) - +3 AC, +1 All saves, +1 HP, does stack with cloak of the mage, wizard only

Fool's Cap (Watersomeplants) Head slot- reduces damage -1 from incomplete rooms (perhaps -3 to scale with Boots of Skipping)

+2 Ring of Protection (Mike Steele)

Amulet of Health (Avaron) +2 Constitution (+1 HP per Level, +1 Fort save)

Ekdar's Charm (apteryx) allows the thief to take the clue as well as a treasure token on a successful thief chest

+1 Shield of Gaea (Xavon) +2 AC, -1 Damage from Fire, Frost, Shock, Sonic, and Acid
Usable By: Fighter, Paladin, Ranger, Cavalier, Cleric, Bard
(Please don't include special classes though)

Charm of Free Action (Xavon) Immune to Hold, Slow, and webs.
I would prefer this be an Ioun Stone instead.

Sash of Blindsight (SageSTL)
Slot: Eye/Glasses
Usable By: Monk
Description: Takes eye slot; +1 to hit, immunity to gaze attacks, cannot be surprised.
but I don't think it needs the +1 to attack

Oracle Stone (SageSTL)
Slot: Slotless
Usable By: Any
Description: May ask one Yes/No question of DM each room.
Make it an Ioun Stone

Ioun Stone: Perfect Diamond (The Broasted)
Slot: Ioun Stone
Usable by:All
Power: Spells that target the wearer target the caster as well.
This perfectly cut diamond channels and reflects arcane energies.
Just do not let it affect Healing Spells

Elixir of Undeath (The Broasted)
Type: Potion
Usable by:Either All or Wizard
Power: Turn in during coaching. Player receives a Lich player card for the duration of the dungeon. The Lich player may use no additional items for the entire dungeon.
This terrible arcane draught turns the imbiber into an unholy creature radiating eldritch power.
*I have no idea what the Lich player card would look like and realize this has potential to be a coach/DM nightmare. I just wanted to toss this one out as an interesting idea.
It would be cool if you could just give whoever used this the Lich Character Card.  Then its not exactly a consumable.

Mantle of the Monster Slayer (Darkrose50) Turn this token in for one of each monster ingredient for the year and 5,000 GP.
I like this, but 5000 gp seems too much.  Maybe 2500 gp instead?

Ring of Twinning (DrUnknown)
I like this a lot, but I think it is better suited for an Amulet.  Most of the players with the MUST HAVE necklaces are at least 3rd (if not 4th, or higher), so they will get their class choice anyway.  Putting it in the amulet slot will allow newer players to have access to the classes of their choice as well (at the cost of a Purp and the Neck Slot)

Ring of Resurection (atray) Once per dungeon the bearer may bring back one party member to life with 1 HP. (Cleric only)
I don't think you need to add druid to this.  1 per party would be enough, I think.  And if a Ring of Twinning (or something similar) gets printed, there's 2, and if druid/pali could use it then there would be 4-6 permanent Res abilities in 1 party

Amulet of Permanence (bpsymington)  Consumable items or items with charges are not turned in or marked when used
Tweak it a bit, only allowing potions to be used, and then once per potion.  Then the person is not immortal (magic items don't work while you are dead, so PoDD or EoL would still be consumed)

I will eventually post some ideas of my own in this thread, but I wanted to go through and see what was already here.  That said, I have not noticed any armor/weapons that really catch my fancy (the Armor of Fire Coral or whatever is getting close, but a lot of tweaking has been done to it already).  The +2 Mace of Freedom is getting there too, but I think it still may need tweaking.  (Is it really Purp worthy?  I would think Mace of Freedom would be fine as a rare, without the +2).

I had not thought of Bards but yes, bardsong and prayers would work; any form of vocalization would be covered I would think.
